Operational Readiness: From Completion to Handover

Completing construction does not automatically mean that a major asset is ready to operate. Between physical completion and successful operation lies a critical transition in which systems must be commissioned, operating procedures established, personnel trained, documentation transferred, interfaces tested and the operating organization prepared to assume control.

Operational Readiness, Activation and Transition — often addressed through ORAT or equivalent readiness programmes — provides a structured framework for managing this transition. The objective is not simply to complete the construction contract, but to ensure that the completed facility can be operated safely, reliably and effectively from the moment responsibility passes to the owner or operator.

For airports, hospitals, transport systems, power plants, industrial facilities, data centres, large buildings and other complex assets, operational readiness should therefore begin well before construction ends. Operational requirements, staffing, training, maintenance, documentation, spares, emergency arrangements and system interfaces should progressively develop alongside engineering, construction and commissioning.

Construction completion and operational readiness are not the same milestone. A facility can be physically complete while its people, procedures, documentation, systems and operational interfaces remain unprepared for safe and reliable service.

THE READINESS GAP

From Physical Completion to Operational Capability

Major projects are traditionally organised around engineering, procurement and construction milestones. The operating organisation, however, ultimately inherits an integrated asset rather than a collection of completed construction packages.

Operational readiness addresses the gap between completing those packages and having an organisation capable of operating the complete facility safely and reliably.

Physical Readiness

Buildings, infrastructure, equipment and systems are sufficiently complete for their intended use.

Technical Readiness

Systems have been inspected, tested, commissioned and demonstrated against defined requirements.

Organisational Readiness

Required personnel, responsibilities, procedures and management arrangements are established.

Operational Readiness

People, systems, documentation and resources can function together under real operating conditions.

The completed asset is only one component of operational readiness. The operating organisation must also be capable of controlling, maintaining and responding to the asset from the first day of service.

EARLY PREPARATION

Operational Readiness & ORAT Strategy

Operational readiness should not begin when construction reaches substantial completion. For complex projects, readiness planning should start sufficiently early to influence design, procurement, commissioning and organisational development.

Operating Procedures & Management Systems

Engineering documents explain how an asset was designed. Operating procedures explain how people should control that asset under normal, abnormal and emergency conditions.

Procedures should therefore reflect the final installed configuration and incorporate knowledge developed during commissioning.

Normal Operations

Establish procedures for startup, operation, shutdown and routine system control.

Abnormal Conditions

Define responses to alarms, equipment failure and operating deviations.

Emergency Response

Establish responsibilities and actions for credible emergency scenarios.

Permit & Control Systems

Prepare isolation, access, work-control and other operational management processes.

Procedures should describe the asset that was actually built. Late design changes and commissioning modifications should be reflected before operating documents are considered final.

Training, Familiarisation & Competence

Operational capability depends on competent people as much as functioning equipment. Training should therefore be treated as a project deliverable, not an activity postponed until construction finishes.

Give operators exposure to the actual facility before operational responsibility transfers.

Emergency Training

Exercise responses to abnormal conditions, alarms and credible emergency scenarios.

Competence Verification

Operational teams require reliable information about the final asset. Incomplete or poorly structured handover documentation can create significant operational and maintenance inefficiency long after construction ends.

As-Built Documentation

Provide drawings and technical records reflecting the final installed configuration.

O&M Manuals

Assemble equipment instructions, operating requirements and maintenance information.

Test Records

Preserve inspection, commissioning and performance evidence required for future reference.

Asset Information

The Project Is Not Finished Until the Asset Is Ready to Perform
