Pre-Commissioning & Commissioning Assurance

Construction completion does not mean that an asset is ready to operate. Installed equipment must be checked, cleaned, energised, functionally tested, integrated and proven under realistic operating conditions.

Pre-commissioning and commissioning provide the structured transition between completed construction and a functioning operational asset. They confirm that equipment has been installed correctly, systems are ready to receive energy or operating media, control logic performs as intended and the completed asset can achieve its required performance.

Independent commissioning assurance adds another layer of confidence by verifying that turnover status, test procedures, results, punch-list closure and performance claims are supported by objective evidence rather than programme pressure or commercial assumptions.

The project is not complete when the equipment is installed. It is complete when systems can operate safely, reliably and in accordance with their specified functional and performance requirements.

Systemization & Turnover Strategy

Commissioning should be planned before construction is complete. Large assets are normally divided into systems and subsystems so that completion, turnover, energisation and testing can proceed in a controlled and logical sequence.

Systemization creates a bridge between construction packages and operational functionality. A construction area may contain parts of several operating systems, while a complete operating system may extend across multiple construction packages.

Divide the facility into logical operating systems and subsystems.

Determining When Construction Is Ready for Turnover

Mechanical completion confirms that construction within a defined system is sufficiently complete for controlled handover into pre-commissioning and commissioning.

Equipment Installed

Verify that required equipment, piping, cabling and components are physically installed.

Construction Inspection Complete

Confirm required fabrication, installation and quality inspections have been completed.

Punch Items Identified

Record outstanding work and classify it according to its effect on safe turnover.

Turnover Certification

Formalise transfer of the system from construction responsibility to commissioning control.

Mechanical completion does not necessarily mean zero outstanding work.

The critical question is whether the remaining items prevent safe pre-commissioning, energisation or functional operation of the system.

These activities typically occur after construction inspection but before live operation begins.

Pre-commissioning protects equipment before operation begins. Many startup failures originate from construction debris, incorrect alignment, incomplete calibration or unresolved installation defects rather than equipment design.

Continuity Testing

Loop checking verifies the complete chain from measurement or command through cabling, control logic and the final response.

Mechanical and process systems may require cleaning, flushing, blowing, pressure testing or leak testing before operational fluids are introduced.

Flushing

Remove debris, scale and contamination from piping systems.

Air or Steam Blowing

Clean selected piping systems where project requirements specify high cleanliness.

Pressure Testing

Demonstrate pressure-boundary integrity before operation.

Leak Testing

Verify joints, seals, valves and system connections against required acceptance criteria.

System cleanliness is a commissioning requirement. Construction debris left inside piping or equipment can create immediate damage when pumps, compressors, turbines or other systems begin operating.

Energisation Readiness

Energisation changes the risk profile of a construction project. Equipment and systems that were previously inert may become electrically, mechanically, thermally or process hazardous.

Readiness Review

Confirm technical prerequisites and identify any restrictions before energisation.

Integrated Systems Testing

Individual systems can function correctly while the complete asset still fails because interfaces do not respond as intended.

Integrated systems testing therefore examines how multiple systems behave together during normal operation, abnormal events and defined failure scenarios.

Confirm defined energy, fuel, thermal or process-efficiency requirements.

Reliability Run

Demonstrate sustained operation over an agreed period.

Acceptance Criteria

Compare test results with explicit contractual or technical requirements.

Outstanding work should be visible, categorised and systematically controlled through the completion process.

Critical Items

Defects or incomplete work preventing safe commissioning or operation.

Operational Items

Work capable of controlled closure after defined turnover milestones.

Closure Evidence

Verify rectification through reinspection, test records or other objective evidence.

The number of punch items is less important than their consequence.

A single unresolved safety or operational item can be more significant than hundreds of minor finishing defects.

Ensure critical maintenance resources are available immediately after handover.

An asset can be technically functional but operationally unprepared. Documentation, training and maintenance readiness are essential parts of the transition from construction project to operating asset.
