Global Alliance Register is committed to providing fair, accessible, impartial and transparent mechanisms for addressing complaints and reviewing decisions arising from its Testing, Inspection and Certification activities.
This Complaints & Appeals Policy establishes the general framework through which clients, applicants, certificate holders, interested parties and other stakeholders may raise concerns regarding Global Alliance Register (“GAR”), its services, its Network Resources or, where appropriate, organizations subject to GAR conformity-assessment activities.
GAR recognizes that effective complaint and appeal mechanisms are essential to professional accountability, impartiality, continual improvement and confidence in independent conformity assessment.

Purpose & Scope
This Policy establishes the general principles and procedures used by GAR for receiving, evaluating, investigating, deciding and closing complaints and appeals.
It may apply to testing, inspection, certification, audit, verification, validation, conformity assessment, technical assurance and other professional activities performed or coordinated by GAR.
Complaints, Appeals & Related Matters
Complaint
An expression of dissatisfaction concerning GAR, a GAR service, Network Resource or relevant conformity-assessment activity where a response or resolution is expected.
Appeal
A formal request by an affected party for reconsideration of a decision made in connection with a conformity-assessment activity.
Enquiry
A request for information or clarification that does not itself challenge a decision or express substantive dissatisfaction.
Complainant / Appellant
The person or organization submitting a complaint or requesting reconsideration of a decision.

Accessibility
Legitimate complaints and appeals should be capable of being raised without unreasonable barriers.
Impartiality
Review arrangements should protect decisions from conflicts of interest and inappropriate influence.
Fairness
Relevant facts and available evidence should be considered before conclusions are reached.
Confidentiality
Information should be protected consistently with legal, professional and accreditation requirements.
Traceability
Significant stages, decisions and outcomes should be appropriately documented.
Timeliness
Matters should be progressed without unreasonable delay, taking account of their complexity.
Who May Submit a Complaint or Appeal
Complaints may generally be submitted by Clients, applicants, certificate holders, customers of certified organizations, regulators, accreditation bodies, employees, suppliers, interested parties or other stakeholders with a legitimate concern.
Appeals are generally available to the person or organization directly affected by the conformity-assessment decision concerned, subject to applicable scheme or regulatory requirements.
Submitting a Complaint
Complaints should contain sufficient information to allow GAR to understand and evaluate the concern.
GAR may request additional information where reasonably necessary to determine the nature, validity or scope of the complaint.

Receipt
GAR receives and records the complaint through an appropriate communication channel.
Initial Review
GAR determines whether the matter relates to activities for which GAR or a relevant Network Resource is responsible.
Validation
Available information is reviewed to establish whether sufficient grounds exist to investigate the matter.
Investigation
Relevant records, evidence and representations are examined by competent personnel.
Decision & Action
GAR determines the outcome and any correction, corrective action, reassessment or other response considered appropriate.
Communication & Closure
The complainant is informed of the outcome to the extent appropriate and legally permissible, and the matter is formally closed when applicable actions have been addressed.
Complaints Concerning GAR Clients
A complaint may concern an organization certified, inspected, audited, verified or otherwise assessed through GAR or an applicable Network Resource.
Where relevant, GAR may consider whether the complaint raises questions regarding continuing conformity, effectiveness of a certified management system, compliance with certification requirements or proper use of a certificate or mark.
The organization concerned may be informed of the complaint and given an appropriate opportunity to provide information, subject to confidentiality and legal requirements.
Correction & Corrective Action
Where a complaint identifies a substantiated deficiency in GAR’s activities, appropriate correction or corrective action should be considered.
Immediate Correction
Addressing the immediate problem or service deficiency identified.
Root-Cause Review
Determining why the problem occurred where appropriate.
Corrective Action
Taking proportionate action intended to prevent recurrence.
Effectiveness Review
Evaluating whether implemented action has adequately addressed the underlying issue.
Appeals
An appeal is a request for formal reconsideration of a decision made in connection with a conformity-assessment activity.
Depending on the service and applicable rules, appealable matters may include decisions concerning:
Submitting an Appeal
Appeals should normally be submitted in writing within the period prescribed by the applicable certification scheme, accreditation requirement, contract or GAR procedure.
An appeal should identify:
Independent Review of Appeals
Appeal review shall be structured to protect impartiality and objective reconsideration of the challenged decision.
Personnel making or materially participating in the final appeal decision should not have been responsible for the original decision being appealed where applicable conformity-assessment requirements require such separation.
GAR may appoint technically competent personnel, an independent reviewer, an appeals panel, committee or relevant accredited Network Resource according to the nature of the matter.

Submission of an appeal does not automatically reverse, suspend or invalidate the decision being appealed unless the applicable scheme, regulation, contract or competent decision-maker determines otherwise.
Where necessary to address significant safety, regulatory, certification or integrity risks, appropriate interim measures may remain in effect while an appeal is being considered.
Decisions, Progress & Communication
GAR seeks to keep complainants and appellants appropriately informed regarding the status or progress of a matter, particularly where the investigation requires an extended period.
Upon completion of the review, GAR will communicate the outcome to the extent appropriate and legally permissible.
Complaint Outcome
May include confirmation of findings, correction, corrective action, reassessment, referral, or closure without further action.
Appeal Outcome
May confirm, modify, reverse or refer the original decision for additional technical evaluation where permitted.
Reasons for decisions may be communicated subject to confidentiality, legal restrictions and rights of other parties.

Information relating to complaints and appeals shall be handled with appropriate confidentiality.
Access should be limited to persons who require the information for legitimate investigation, review, decision-making, governance, accreditation, regulatory or legal purposes.
GAR may disclose information where required by law, competent authorities, accreditation bodies, certification schemes or where disclosure is otherwise necessary for legitimate investigation of the matter.

Submission of a legitimate complaint or appeal in good faith should not result in discriminatory or retaliatory treatment by GAR.
This principle does not prevent GAR from taking legitimate action where a submission is fraudulent, abusive, threatening, deliberately misleading or otherwise inconsistent with law or professional conduct.

GAR delivers and coordinates services through an international network of laboratories, inspection bodies, certification bodies, auditors, inspectors, engineers and other technical resources.
Where a complaint or appeal concerns an activity for which another legal entity or accredited Network Resource holds formal responsibility, GAR may refer or coordinate the matter with that organization.
GAR may nevertheless maintain oversight of the matter where relevant to its own contractual, governance or network-management responsibilities.

Raising a Complaint or Appeal
Complaints and appeals should be submitted through an official GAR communication channel and should include sufficient information to identify the matter concerned.
Complaints & Appeals
Please clearly identify your communication as a Complaint or Appeal and provide the relevant service, certificate, report, audit, inspection, project or application reference where available.
Where the matter relates to a particular accredited certification body, inspection body, laboratory or other Network Resource, GAR may refer the submission to the organization formally responsible for the relevant decision or activity.
Complaints and appeals may be submitted through GAR’s official Contact Us channel or through another route specified in the applicable service agreement, certification rules or scheme-specific procedure.
Independent Assurance Requires a Credible Route to Challenge and Review
Global Alliance Register recognizes that confidence in Testing, Inspection and Certification depends not only on technically competent decisions, but also on the availability of fair mechanisms for concerns to be heard and decisions to be reconsidered. GAR therefore seeks to handle complaints objectively, investigate substantiated concerns, provide independent review of appeals, protect confidentiality and impartiality, and use the outcomes of complaints and appeals to support continual improvement throughout its international activities.
